From Imam Khomeini's point of view, political expediency and the ruling of the government arising from it arise from the divine authority delegated to the Prophet of Islam and the governmental authority of a comprehensive jurist. It can not be considered an obstacle in the way of maintaining order. This is because the Islamic Republic is the most important reason for the preservation and survival of "pure Islam" in the world and the most important supporter of the deprived and oppressed in the world; From this perspective, its preservation is considered the most important divine obligation, and in case of monopolizing the preservation of the Islamic Republic in a specific way or tool, its use is permissible and even obligatory. This theoretical approach to political expediency provides a significant part of the soft power of the political system, during which it can maintain its political-security repression well. In fact, political expediency means a tool for the theoretical and cognitive threat of the enemy to reduce the possibility of exercising his hard power and increase the deterrence of the Islamic system. Accordingly, the Islamic system can increase its political and security deterrence without resorting to harsh power.
