چکیده
قدرت نرم امروزه به یکی از مطلوبیت های نظام های سیاسی در عرصه روابط بین الملل تبدیل شده است و بازیگران محیط بین المللی خواهان آن هستند که با بهره گیری از چهره نرم افزاری قدرت در مناسبات خویش، میزان اعتبار و نفوذ خویش را ارتقاء بخشند. بهره برداری از قدرت نرم، آندان را قادر می سازد از تلفات مالی و جانی ناشی از کاربست قدرت سخت دوری جویند و به این طریق، اذهان و افکار عمومی بین المللی را با خویش همراه سازند. کشورهایی که از مؤلفه های نرم افزاری قدرت بیشتری برخوردار باشند امکان تأثیرگذاری بیشتری در روابط دو یا چندجانبه دارند. این پژوهش با طرح این سؤال که دیپلماسی فرهنگی جمهوری اسلامی ایران با رویکرد قدرت نرم چگونه قابل تحلیل است به این پاسخ رسیده است که ترویج ارزش های انقلاب اسلامی از مسیر دیپلماسی فرهنگی یکی از اهداف اساسی انقلاب و زمینه قدرت نرم آن است. برای تبیین مسئله و پاسخ به این سوال از نظریه قدرت نرم بهره گیری و عنوان شد که ارزش ها و فرهنگ انقلاب اسلامی با ویژگی های جهان شمولی هچون عدالت خواهی، آزادی خواهی، استقلال طلبی، استکبار و ظلم ستیزی، دفاع از مظلومان و مستضعفان، و... از طریق ابزارهای مختلف دیپلماسی فرهنگی مانند دیپلماسی: رسانه ای، علمی، آموزشی، هنری، گردشگری، مذهبی و زبانی؛ و با استفاده از ظرفیت سازمان ها، ارگان ها و نهادهای مختلف متولی امر فرهنگ؛ و بهره مندی از نیروی انسانی کارآمد؛ در صدد ایجاد نظم نوین می باشد.

Today, soft power has become one of the advantages of political systems in the field of international relations, and the actors of the international environment want to improve their prestige and influence by using the soft face of power in their relations. Exploiting soft power enables them to avoid the financial and human losses caused by the use of hard power, and in this way, they bring the minds and opinions of the international public with them. Countries that have more powerful software components have the possibility to influence more in bilateral or multilateral relations. By raising the question of how the cultural diplomacy of the Islamic Republic of Iran can be analyzed with the approach of soft power, this research has reached the answer that promoting the values of the Islamic Revolution through cultural diplomacy is one of the basic goals of the revolution and the context of its soft power. To explain the problem and answer this question, the theory of soft power was used and it was stated that the values and culture of the Islamic Revolution with universal characteristics such as justice, freedom, independence, arrogance and anti-tyranny, defense of the oppressed and oppressed, And... through various tools of cultural diplomacy such as diplomacy: media, scientific, educational, artistic, tourism, religious and linguistic; and by using the capacity of various organizations, bodies and institutions in charge of culture; and benefiting from efficient human resources; It seeks to create a new order.
