Soft power advises governments in the face of new global issues and in order to secure their national interests, a mere emphasis on military might and economic power will not be helpful in any way, and intangible resources such as; Use culture, ideology, values, as well as a set of policies that collectively or individually generate attraction and persuasion to shape the preferences, priorities, and desires of others. The occurrence of the Islamic Revolution made Iran, among other countries, including Iraq, possess numerous and diverse sources of soft power, which are mainly based on Islam and revolutionary ideals. In this regard, the main question that this study seeks to answer is that the role of soft power in the foreign policy of the Islamic Republic of Iran. What is Iran in relation to Iraq? In order to answer this question, the hypothesis of this research is the existence of soft power of the Islamic Republic of Iran. In Iraq, Iran believes in three levels of ideological-value resources, socio-cultural resources and political resources. These resources through formal policies as well as public diplomacy and its important components such as; Cultural diplomacy and media diplomacy have the potential to be realized and transformed into actual power. The research method is "descriptive-analytical".
