چکیده

در قرن جدید اگر کشوری تنها برحفظ قدرت نظامی و اقتصادی خود که قدرت سخت نامیده می شود تکیه کند و نتواند بعد سوم قدرت یعنی جذابیت های فرهنگی، ارزش ها و نهادها را تقویت کند در رقابت با سایر بازیگران با تهدیدات فراوانی در خارج از مرزهای ملی و ناتوانی در ایجاد انسجام ملی در داخل روبرو خواهد شد. نای با تاکید به این موضوع که ایالات متحده آمریکا در سال های پایانی قرن بیستم به گونه ای تدریجی مشروعیت قدرت نرم خود را از دست داده و ادامه آن زمینه را برای فرسایش بیشتر فراهم می کند. یافته ها نشان می دهد که قدرت نرم آمریکا نسبت با سایر بازیگران نوظهور در حال افول است. این مقاله با استفاده از روش توصیفی- تحلیلی و چارچوب نظری قدرت نرم جوزف نای بدنبال پاسخگویی به این پرسش است که مولفه های تاثیر گذار بر افول قدرت نرم آمریکا در نظام بین الملل کدام اند؟ در پاسخ این فرضیه مطرح شد، که به نظر می رسد روند های سیاسی و اجتماعی طی شده در سال های اخیر مانند شکل گیری قدرت های نوظهور،کاهش توان نظامی،کاهش نفوذ در نهادهای بین المللی، نارضایتی افکار عمومی از یکجانبه گرایی، کاهش اعتبار سبک زندگی، شکاف های اجتماعی و تضعیف آزادی های رسانه ای قدرت نرم امریکا در دراز مدت یک فرو رفتگی و فرسایش بزرگ را نشان می دهد. از این رو بازگشت احتمالی قدرت نرم امریکا به جایگاه قبلی و توانایی حفظ اعتبار و مشروعیت گذشته در کوتاه مدت محتمل به نظر نمی رسد.

چکیده [English]

In the new century, if a country relies only on maintaining its military and economic power, which is called hard power, and fails to strengthen the third dimension of power, i.e. cultural attractions, values and institutions, in competition with other actors with many threats outside its borders Joseph Nye emphasizes that the United States of America has gradually lost the legitimacy of its soft power in some areas in the last years of the 20th century. It has created the ground for the reduction of the soft power of the United States, hence the soft power of the United States is eroding compared to the past. Research findings show that America's soft power is declining compared to other emerging players. Using the descriptive-analytical method and Joseph Nye's soft power theoretical framework, this article seeks to answer the question of what are the factors influencing the decline of American soft power in the international system. Social issues that have taken place in recent years, such as the reduction of military power, the reduction of influence in international institutions, the dissatisfaction of public opinion with unilateralism, the formation of emerging powers, the reduction of the credibility of lifestyles, the weakening of media freedoms, the soft power of America in the long run, it shows a great depression and erosion. In practice, the possible return of America's soft power to its previous position and the ability to maintain the credibility and legitimacy of the past does not seem likely in the short term.
