Identifying factors affecting smart city governance using the model of Sandelowski and Barroso

Abstract
Purpose: Today, the continuous growth of the population and the subsequent numerous crises have pushed the leaders and government officials towards the intelligentsia of various dimensions and components of society. Therefore, it is inevitable to try to achieve smart urban governance to prevent and reduce the challenges and issues facing municipalities. In addition, the research conducted in addition to achieving a common language has been the first step to progress towards the realization of smart governance, so research in this field is considered vital.

Method: The approach of the current research is qualitative, and in this study, the seven-step hybrid method of Sandlots and Barrios was used. The current research has been done by examining all sources related to the field of smart governance and the main factors affecting it. This review includes 1470 articles, books and theses from reliable domestic and international sources that were published between 2010 and 2022.

Findings: In this research, according to the relationship with the research topic, primary screening sources and 106 selected sources were selected. Then the concepts extracted from these sources were coded. In total, based on the results of a systematic review with a meta-combination approach, four optional codes (social, economic, cultural and political) and 10 core codes (service management, productivity, management and organization, leadership, legislation, support and protection, quality governance, participation, learning and information technology infrastructure) were extracted.
