Analysis of Soft Power Discourse in the Islamic-Iranian Model of Progress with Emphasis on Articulating Social Justice

Abstract

Soft power in contemporary political systems is not limited to cultural appeals or propaganda tools, but rather relies on the ability to generate normative legitimacy, social persuasion, and justice-oriented representations of the political system. In this framework, the Islamic-Iranian model of progress is a discursive attempt to present an alternative model of development that attempts to establish an organic link between spirituality, rationality, and justice. The main issue of the present study is how soft power is formulated in this model and what role the articulation of social justice plays in its production or erosion. Relying on the method of poststructuralist discourse analysis and utilizing the theory of Laclau and Mouffe, and based on the analysis of upstream documents and some related research, the study shows that social justice acts as a central signifier in the model of progress and organizes concepts such as human dignity, independence, religious democracy, and public welfare in an equivalence chain. The findings indicate that justice in the model document is formulated in distributive, economic, judicial, gender, and spatial dimensions, but the sustainability of the soft power of this discourse depends on the transition from textual justice to practical justice and the reduction of the gap between official discourse and the lived experience of citizens.
