Abstract
In the era of globalization and the expansion of information and communication technologies, we are witnessing the increasing importance of the power of information, considering the importance of cultural literacy as a tool for soft power and cognitive wars in the era of globalization, this research aims to formulate a model of cultural literacy with an emphasis on soft power in the global era. The percentage and image of the Islamic Republic of Iran was done. The current research is developmental in terms of its purpose, and in terms of methodology, the current research is of a qualitative type, which was conducted using the grounded theory method. The statistical population of the research included all the trustees and cultural experts familiar with soft power topics, and the snowball sampling method was used to select the samples. For this purpose, interviews were conducted with 23 experts, and in fact, from the 16th interview onwards, repetition was observed in the received information; But for more certainty, it continued until the 23rd interview. Qualitative validity and reliability were also confirmed. Based on the research findings, a total of 87 codes were created; Based on conceptual and semantic affinity, they were placed in their own group and were reduced to 21 subcategories, and finally, based on secondary open codes, 9 main categories were created.
