In the Islamic Republic of Iran, the Supreme Leader has repeatedly emphasized the significance of cyberspace governance, viewing it as a strategic platform for defending religious and national identity and strengthening Iran's soft power. The necessity of this research lies in examining the Supreme Leader’s policies and statements on indigenous cyberspace governance and the optimal use of this space to counter cultural threats and enhance the soft power of the Islamic Republic. The main research question addresses the role of cyberspace governance in shaping a nation’s soft power and explores the Supreme Leader’s approach to governing cyberspace. This research employs an analytical-descriptive method and utilizes library-based resources. Findings indicate that indigenous platforms and targeted content production are among the most effective tools for countering cultural infiltration and soft warfare. Comparative analysis also shows that countries with greater digital independence are more successful in preserving their native culture and enhancing international credibility. با گسترش فضای مجازی در سطح جهانی، این فضا به یکی از عرصه‌های مهم برای تعاملات فرهنگی و سیاسی و ابزار اصلی قدرت نرم کشورها تبدیل شده است. در جمهوری اسلامی ایران، مقام معظم رهبری بارها بر اهمیت حکمرانی فضای مجازی تأکید داشته و آن را به‌عنوان بستری استراتژیک برای دفاع از هویت دینی و ملی و تقویت قدرت نرم ایران معرفی کرده‌اند. ضرورت این پژوهش در بررسی سیاست‌ها و بیانات رهبری در زمینه حکمرانی بومی و استفاده بهینه از فضای مجازی برای مقابله با تهدیدات فرهنگی و توسعه قدرت نرم جمهوری اسلامی است. پرسش اصلی این پژوهش آن است که نقش حکمرانی فضای مجازی در شکل‌دهی به قدرت نرم دولت‌ها چیست و مقام معظم رهبری چه رویکردی به حکمرانی فضای مجازی دارند؟ این پژوهش به روش تحلیلی-توصیفی و با ابزار گردآوری اطلاعات کتابخانه ای انجام شده است. یافته‌ها نشان می‌دهند که پلتفرم‌های بومی و تولید محتوای هدفمند از موثرترین ابزارها برای مقابله با نفوذ فرهنگی و جنگ نرم هستند. همچنین، تحلیل مقایسه‌ای نشان داد کشورهایی که استقلال دیجیتال بیشتری دارند، از نظر حفظ فرهنگ بومی و افزایش اعتبار بین‌المللی موفق‌تر بوده‌اند. https://www.spba.ir/article_244008_35faf7fe1543955be49b8b4a87dc117a.pdf
