چکیده

بیماری جهان گستر کرونا از ابتدای سال 2020 تاکنون علاوه بر بیش از هشت میلیون تن مبتلا به ده ها میلیارد دلار خسارت های سنگین اقتصادی برای کشورهای مختلف منجر شده است. دولت ها جهت جلوگیری از تشدید آثار منفی اقتصادی و اجتماعی بحران مذکور به سیاست های قرنطینه دسته جمعی و تزریق منابع مالی هنگفت به بازارهای راکد داخلی اقدام نمودند. مدیریت نرم افزاری بیماری کرونا که در دو سطح داخلی و خارجی به عنوان مکمل مدیریت اقتصادی از آن بهره برده شده است یکی از مهمترین لایه های مدیریت دولتی در دوره همه گیری بیماری کرونا محسوب می شود. چین یکی از اقتصادهای بزرگ جهانی است که توانست است با استفاده از ابزارهای قدرت نرم و مدیریت نرم افزاری بیماری کرونا از آثار منفی این بیماری تاحدودی بکاهد. استفاده از ابزارهای رسانه ای جهت اقناع و هدایت مردم داخل چین و دیپلماسی رسانه ای و دیپلماسی سلامت جهت تاثیرگذاری بر افکار عمومی مردم سایر کشورها به منظور ارایه تصویر مطلوب از حکمرانی داخلی چینی و ایفای نقش دولت مسئولیت پذیر در چهارچوب مدیریت نرم افزاری بیماری کرونا قرار دارد.

چکیده [English]

Since the beginning of 2020, the disease has spread to more than eight million people with tens of billions of dollars in severe economic damage to various countries. Governments have resorted to mass quarantine policies and injecting huge financial resources into domestic stagnant markets to prevent the negative economic and social effects of the crisis from escalating. Corona software management, which has been used as a supplement to economic management at both internal and external levels, is one of the most important layers of public administration during the Corona disease epidemic. China is one of the world's largest economies, which has been able to reduce the negative effects of corona disease by using soft power tools and software management. The use of media tools to persuade and guide the people inside China and media diplomacy and health diplomacy to influence the public opinion of other countries in order to provide a favorable image of Chinese domestic governance and the role of responsible government in the context of software management Corona has it.
