چکیده

دیپلماسی علم و فناوری پدیده‌ای است که اگرچه نوظهور نبوده، لیکن ادبیات آن در سال‌های اخیر رو به افزایش است و تجربیات موفقی را با خود به همراه آورده است. دیپلماسی علم و فناوری بمعنای تعامل علم و فناوری با دیپلماسی در جهت تأمین منافع کشورها در حوزه بین‌الملل می‌باشد و تاکنون کشورهای زیادی آن را به خدمت گرفته‌اند. این تحقیق بر اساس خلاء پژوهشی موجود در خصوص توسعه دیپلماسی علم و فناوری شکل گرفته است. خلائی که بسیاری از خبرگان به آن اذعان داشته‌اند. این پژوهش با استفاده از ادبیات موجود شامل گزارش‌ها و نوشتارهایی از افرادی مجرب در این حوزه، آغاز شده و با مصاحبه‌هایی اکتشافی ادامه یافته است که نهایتاً با توجه به روش‌های کمی و کیفی و آزمون‌های سنجش کیفیت پنج دسته عوامل مؤثر بر دیپلماسی علم و فناوری شناسایی شدند. طبق این پژوهش دسته عوامل برنامه‌ریزی و نظام‌سازی؛ دسته عوامل زیرساخت و الزامات؛ دسته عوامل برندینگ و ارتقای ساخت ملی؛ دسته عوامل ظرفیت سنجی و نهایتاً دسته عوامل تعاملات آکادمیک از جمله موارد تاثیرگذار بر توسعه دیپلماسی علم وفناوری می‌باشند که از این میان عوامل زیرساخت و الزامات به عنوان دسته عوامل پایه‌ای، پرتکرار و مهم شناسایی شده است.

چکیده [English]

Although Science and Technology Diplomacy as a phenomenon is not new, it's gotten successful experiences and its literature is growing in recent years.Science and Technology Diplomacy is defined as interactions of science,technology and diplomacy in line of achievement of national interests about international affairs that up until now it's used by many countries. This research was started and continued because of non-existent of comprehensive model about STD that's affirmed by Iranian expert. By qualitative and quantitative research method this research was started with reviewing existent literatures including reports, articles of experienced people and etc. and continued with exploratory interviews and qualified by tests and experts confirmed. Finally this's led to five macro-factors that affect on STD Development. As result of this research Programming and Systemizing; Infrastructures; National Promotion and Branding; Capacity survey; and Academic interactions are affecting factors on STD development. According this research, Infrastructures is the more frequent and important one.
